A man with a 34 inch waist needs a dress for costume party, what size should I get, can you help?

I am going to a costume party on new years eve and I took a bet with some friends that I would have to go dressed in drag. They don't think I will dare to do it so I want to make it a great costume. To win the bet I have to be dressed completely in womens clothes no mens items are allowed and I have to stay in full costume until midnight! I have borrowed a wig and asked someone to help me with make up, and they are lending me a little purse. I need to find a pretty party dress, underwear, nylons and shoes - and the bet says they have got to be high heels! I have about a 34 inch waist and size 8 feet in normal shoes so what sizes will I need? Is it possible to get everything for about 50 dollars? Can you suggest some good shops to go to and things to buy, I only have 2 days left to get everything I need. Any other ideas about how to make the costume even better would be brilliant thank you!
